Publishing in open access journals.
The Academic Library of Tallinn University has agreements with academic journals for open access publishing through the Estonian Library Network Consortium (ELNET Consortium).
This opens up the opportunity for TLU members to publish scientific works in fully open access and hybrid journals with a discount. Discounts depend on the publisher, but range from 50-100%. In order to receive a discount, communication with the publisher must go through the TLU email account. Lists of publishers and magazines included in the discount are presented below.

The following publishers offer waived or discounted Article Processing Charges (APCs) to authors from eligible EIFL partner countries through our Licensing Programme. Browse the list HERE for further information.

ACM Digital Library allows Tallinn University members to publish articles for free through the ACM OPEN agreement in over 60 open access or hybrid journals. The list of the eligible journals can be found HERE.

The agreement includes discounted access to Brill’s Journal Collections in the Humanities & Social Sciences, Law and Biology as well as Open Access opportunities for authors in Brill’s hybrid or full Open Access journals.

Members of Tallinn University can publish their articles for free in open access in hybrid journals and fully open access journals from Cambridge University Press. View the title list HERE.

The agreement is valid for 15 hybrid Edward Elgar journals and two gold open access journals. Tallinn University members can publish with a discounted fee of 500 GBP. After acceptance of an article for publication, the editor will communicate with the author by email. Authors should let editors know that they qualify for the above discounted APC to make sure it will be applied to their invoice. You can view the title list HERE and browse it by subject. The agreement is valid for IWA Publishing fully open access titles. Tallinn University members can publish with no Article Processing Charges fees. Corresponding Authors from Eligible Countries shall be automatically recognized when submitting their article to an IWA Publishing Journal and shall be offered the applicable APC waiver. Members of Tallinn University can publish Open Access articles in Sage Premier Package Open Access hybrid journals (935 titles) free of charge. Once an article is accepted, SAGE will contact you. In addition, the publisher offers a 20% discount on the publication of articles in Gold Open Access journals.
The domain registered with SAGE is @tlu.ee, and all communication should go through this email.

The agreement is valid for Taylor & Francis-owned fully open access titles, including Cogent titles. The agreement excludes Taylor & Francis branded Open Access Journals that are owned by societies, where societies have not given their permission to offer discounts on APCs, and journals published under the Dove Medical Press imprint. The agreement does not include APCs for publishing articles in Open Select (hybrid) journals.
TLU members can publish articles at a 50% discount. To get a discount when submitting the article, the code „EIFL“ must be entered into the „Discount Code“ field. More information HERE.
The agreement is valid for eligible hybrid journals or in the Journal of Innovative Optical Health Sciences, a fully open access journal from World Scientific. TLU members can publish articles at a 50% discount.
To identify themselves when submitting their articles corresponding authors must use their institutional affiliation (ideally with an ORCID iD), including an institutional email address where possible.
When the corresponding author receives the acceptance email from World Scientific, they should reply to the sender (which is usually the handling editor) and inform them about the waiver or discount eligibility. If the waiver or discount has not been applied, corresponding authors can email openaccess@wspc.com for assistance.
The publisher will mention the availability of waivers and discounts on the web page of each journal and/or the article acceptance letter.
